Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been stabilised. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of missile and drone strikes on Kyiv.
The Rhythm of Negotiation and Warfare
The chain of opposing developments captured the grim essence of the recent timeframe. By day, negotiation efforts are fought: optimistic declarations are released from multiple capitals. Significant resources is devoted on restraining specific proposals. By night, Moscow brutally reminds the world that, for them, war remains the main instrument for achieving "settlement".
Nocturnal Warfare
As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is able to track missile launches from across the border, a ability enabled by current data. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to engage hostile guided weapons flew past – advanced fighter aircraft delivered to Ukraine by Western partners.
Moments later, Kyiv's anti-aircraft weapons thundered: multiple launches deployed against a Russian ballistic missile. This was a advanced protection mechanism at work, probably provided by allied countries. Every firing shakes the surroundings, causing tremors. The instant of fear quickly gives way to grim resignation: maybe the hostile projectile won't hit its mark this time, protecting urban areas from devastation and additional electricity failures.
Continuous Dangers
Soon after, a automatic firearm fired at a unmanned aircraft in the vicinity, part of a rapid response unit – almost certainly imported technology. Unfortunately, the shots failed to hit the enemy aircraft – it pressed on overhead toward its target.
Periodically, this continued until dawn. Kyiv greeted the early updates: several casualties, devastation and utility failures in many homes as a result of the evening attack. As typically, everyone still continued their routines – living the war. But those full day illustrated Ukraine's essential dependence on Western support – a dependence that European nations are demonstrably unable to replace in the short term.
Failed Diplomacy
The detailed framework from US administration provoked deep reactions, controversy and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.
Every new proposal from American administration adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually achieve victory. This cycle will, certainly, endure.
Strategic Calculations
It is easy to blame certain parties of persistently promoting Russian terms. But that does not seem to be the entire situation. American leadership works based on a premise understood by seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The American government believes that it is unrealistic to compel Moscow to surrender the land that it currently occupies in Ukraine's southern or eastern regions.
The challenge is that while acknowledging this situation, US leadership does nothing to prevent Kremlin actions, through statements or actions, from thinking that the current condition will not shift further in its advantage in the coming year.
Divergent Views
Therefore, the Kremlin is confident that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their reason to agree to terms that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's government remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing lives and land but averting a total frontline collapse until situations evolve in its advantage.
Current Realities
Factually, there are no real preconditions for a ceasefire. Now, personal considerations are entering the equation: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unacceptable, so that their priority does not switch to homefront challenges. And although their objective will now be considerably more difficult after current events, it remains very improbable that this will modify their basic position.
These conflicting dynamics are driving the talks.
Assessment and Future
It took a mere seven days to kill the 28 points of the latest plan. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, current information leaks, all achieved their purpose.
While new proposals based on established approaches are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and reflect particular unwillingness to change the course of events, if they remain united and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, mainly require continued Western support.
